      The Sixth Forum of Civilian Battalion Hospital Development Is Held in Yanda International Health City located in the east Beijing, Yanjiao, on December 25, 2010. There are nearly 100 dean and experts of civilian battalion hospitals from mainland China and Taiwan gathering in Yanda International Health City to explore certain issues on future development under the latest “reform policy” of civilian battalion hospitals, cross-strait cooperation and development trend in medical business, and domestic market investment model and project cooperation in medical industry. The former Vice Minister of Health Department, the president of Chinese Medical Doctor Association, the chairman of the China Civilian Battalion Hospital Development League, Yan Da Kui, gave speech in the opening ceremony. The Ministry of Health Department and many other officials from Hebei province attended the meeting as well.
       Sponsored by Health Newspaper, Yanda International Health City makes all effort to assist in this activity by setting three topics of “Development history of civilian battalion hospitals both in China and Taiwan”, “International Medical Service Management”, and “The cross-strait cooperation opportunities and models in medicals” to interpret with the latest inland medical policy for civilian battalion hospitals and share hospital management practices and experiences on both sides.
      “Through this forum, we hope to set up a complete cross-strait cooperation platform, combining market needs and policy guidance in medical fields, and systematically introducing Taiwan's medical operating system and management experience to produce greater benefits for all!" , says the director of Taiwan Private Medical Association, Xie Wu Ji.
        In recent years, "reform of hospital" has been the focus of social attentions. In April 2009, new reform of hospital policy has been released by the State Council of Central Committee of Communist Party of China on the opinions of deepening the reform of medical care systems after over 4 years of absorbing solicit opinions and careful thinking from all aspects. This "schema" explicitly points out several perspectives of "Insist fair and efficient unification through government and market mechanism to make functions work", "Pay attention to exert the market mechanism and mobilize social efforts to take part in", and "Encourage social capital to invest in the development of medical and health services". It brings the sunlight to all civilian battalion hospitals in China after being troubled over years.
        On Dec.3rd, 2010, General Office of the State Council forwarded the “Notice” to the National Development and Reform Commission, and Ministry of Health Department, regarding further encouragement and guidance of running civilian battalion hospitals in China through social capital investments. The "Notice" says, it will give more permission for social capitalists to invest in civilian battalion hospitals in China. Any qualified civilian battalion hospitals can be included within medical insurance fixed-point range, and enjoy favorable tax and pricing policy as the same as public medical hospitals and institutions. In addition, foreign investors can put investment in China and run hospitals solely. It means the private hospitals in China will embrace more fair market environment and the development is optimistic and promising. 
        The chairman of Yanda International Health City, Li Huai, thinks the civilian battalion hospitals should emphasize regulations and supervision above all. Investors with huge amount of funds have to consider investment returns and chain of financial problems. Being anxious to make early returns will easily create "excessive medical" phenomenon, and be criticized severely by the society. The supervisors and governors of the Health Department should focus on this issue seriously. Li Huai said firmly that "Yanda International Hospital will absolutely not tolerate with this “excess medical” problem. First of all, Yanda Group provides competitive packages to recruit all medical talents worldwide. Meanwhile, we have complete, scientific management and supervision mechanism to be our support. Therefore, the “excess medical” problem will certainly not exist in Yanda International Hospital at all!
